ACC Approves One-Year Extension for Home Secretary Govind Mohan

The Appointments Committee of the Cabinet has approved a one-year extension in service for Union Home Secretary Govind Mohan, effective from August 22, according to an order issued this week. Mohan, an IAS officer of the 1989 batch from the Sikkim cadre, had been scheduled to retire on August 22.

The Home Secretary heads the administrative apparatus of the Ministry of Home Affairs, which oversees internal security, police coordination between the Centre and states, border management, and the Union Territories' administration, including Jammu and Kashmir. It is among the most consequential bureaucratic posts in the government, with the Home Secretary serving as the principal civil servant advising the Home Minister on the country's internal security architecture, and chairing several inter-ministerial committees that coordinate responses to security and law-and-order matters across states.

Mohan's career in the Sikkim cadre has taken him through a range of postings in one of the smaller Northeastern states before his elevation to the Centre's senior-most administrative ranks, a trajectory not uncommon for officers from smaller cadres who move to high-profile central postings after building a strong service record. His tenure as Home Secretary has coincided with a period of heightened focus on internal security coordination, cross-border security management, and the continued administrative integration of Jammu and Kashmir following its reorganisation.

He was due to retire on August 22 on completion of his standard tenure, before the ACC's extension order kept him in the post for a further year.

Extensions for Home Secretaries are not unusual when the government seeks continuity in a security-sensitive post during periods it considers administratively critical, and Mohan's extension follows this established practice rather than departing from it, continuing a pattern seen with several of his recent predecessors in the post.

Mohan will continue to oversee the ministry's coordination role on internal security matters, at a time when the Home Ministry is managing ongoing counter-insurgency operations in parts of the Northeast, continued vigilance along India's borders, and the routine but politically sensitive task of Centre-state coordination on policing and law and order.

The extension takes effect from August 22, as per the ACC's order.
