Baldeo Purushartha Appointed Senior Adviser to India's ED at the Asian Development Bank
IAS officer Baldeo Purushartha has been appointed Senior Adviser to India's Executive Director at the Asian Development Bank in Manila.
Baldeo Purushartha, an IAS officer of the Punjab cadre from the 2002 batch, has been appointed Senior Adviser to the Executive Director at the Asian Development Bank, Manila, Philippines, on deputation, for a period of three years. He currently serves as Joint Secretary in the Department of Economic Affairs.
The post is a Joint Secretary-level captive position at the ADB, where India is one of the largest shareholders and borrowing members. The Senior Adviser supports the Executive Director on Board decisions covering the Bank's regional infrastructure, energy, and development lending, a portfolio in which India has consistently been among the top recipients of ADB financing for projects ranging from urban transport to power transmission and, more recently, renewable energy integration across several states.
Purushartha moves into the role directly from the Department of Economic Affairs, the ministry that houses India's principal interface with multilateral development banks, giving him direct continuity from policy formulation in Delhi to Board-level representation in Manila. His work at DEA prior to this posting involved coordination on multilateral and bilateral development finance matters, including preparatory work for India's engagement in ADB's periodic capital and lending reviews.
At the Department of Economic Affairs, he held Joint Secretary-level responsibilities on multilateral finance coordination prior to this deputation, a role that involved close tracking of ADB project pipelines relevant to India.
His appointment continues the well-worn pipeline between the Department of Economic Affairs and Manila-based ADB postings, reflecting the department's dual role as gatekeeper for India's borrowing programme with the Bank and as the primary feeder of officers into its Board-level representation, a rotation pattern that keeps Delhi's policy priorities closely aligned with India's positions inside the ADB boardroom.
Purushartha will be representing India's interests as the ADB expands its lending capacity following a capital adequacy framework reform completed in recent years, and as the Bank continues to compete with newer institutions, including the Beijing-based Asian Infrastructure Investment Bank, for a role in regional infrastructure financing across South and Southeast Asia.
The deputation runs for three years, as per the order.
