Rohit Parashar Selected for Deputation to IRCTC as DGM (Human Resource Development)

Rohit Parashar, a Personnel Department officer of Indian Railways who was formerly serving as Additional Divisional General Manager (Headquarters) with Northern Railway, has been selected for deputation to the Indian Railway Catering and Tourism Corporation as Deputy General Manager (Human Resource Development), New Delhi, for a period of three years with effect from June 30, 2026.

The DGM (HRD) post at IRCTC oversees human resource functions at the railway PSU that runs online ticketing, catering, and tourism services across the national network. As IRCTC has expanded its catering and hospitality footprint in recent years, its HR function has taken on added importance in managing staffing across a growing base of railway station catering units, IRCTC-run trains, and its e-catering and tourism divisions, each of which operates under distinct staffing and vendor-management arrangements.

Parashar's background in the Personnel Department of Indian Railways, most recently as Additional Divisional General Manager at Northern Railway's headquarters, gives him direct exposure to railway personnel administration, including staff postings, service matters, and disciplinary processes at the divisional level, before moving into a specialised HR role at a Railways-owned public sector undertaking that operates with more commercial flexibility than a standard railway division.

He held the Additional Divisional General Manager post at Northern Railway's headquarters immediately prior to this deputation, a role that involved coordination across the division's administrative functions, including personnel matters affecting staff across one of the Railways' larger divisions.

The deputation reflects the continued practice of drawing IRCTC's senior HR leadership from within the Railways' own Personnel Department cadre, ensuring the PSU's staffing policies remain aligned with broader Railway Board personnel norms even as IRCTC operates with greater commercial autonomy than a standard railway zone, a balance the corporation has had to manage since its listing as a public company.

Parashar will be responsible for HR functions at a corporation that has been expanding its catering operations following the reintroduction of onboard catering across more train categories after a prolonged policy review, a period that has also seen IRCTC scale up its e-catering delivery services at major stations and expand its tourism packages business.

The deputation is for three years, effective June 30, 2026, as per the order.
