Pallavi Jain Govil Appointed Secretary, Corporate Affairs, Years After Husband Held Same Post
Pallavi Jain Govil has been appointed Secretary, Corporate Affairs, a post her husband Manoj Govil held three years ago; both are Madhya Pradesh cadre IAS officers.
Pallavi Jain Govil, a 1994-batch IAS officer of the Madhya Pradesh cadre, has been appointed Secretary in the Ministry of Corporate Affairs, according to an Appointments Committee of the Cabinet order issued on August 10. She succeeds Deepti Gaur Mukerjee, a 1993-batch officer of the same cadre, who moves to the Department of Higher Education as Secretary.
The Ministry of Corporate Affairs administers the Companies Act and the Limited Liability Partnership Act, and its Secretary oversees regulatory functions ranging from company incorporation and insolvency processes to enforcement action against corporate fraud through agencies such as the Serious Fraud Investigation Office. The appointment places Govil at the head of a ministry central to how the government regulates corporate governance and investor protection at a time when company registrations and insolvency case volumes have both been rising.
Govil was most recently Secretary in the Department of Youth Affairs, Ministry of Youth Affairs and Sports, and her career has spanned corporate affairs, petroleum and natural gas, tribal welfare, health and family welfare, food and drug administration, and district administration in Madhya Pradesh. She served as Director in the Prime Minister's Office from 2009 to 2014, where she handled the Ministries of Finance, Commerce, Corporate Affairs, and Industrial Policy and Promotion, along with rural development and women and child development portfolios. She also served as Director General of Hydrocarbons and as Principal Secretary for Tribal Affairs and Public Health in Madhya Pradesh, and holds postgraduate qualifications in economics with academic exposure to public policy in the United States.
Govil moves out of the Department of Youth Affairs after overseeing sports and youth welfare schemes; Sunil Paliwal, a 1993-batch Tamil Nadu cadre officer and outgoing Chairman of the Inland Waterways Authority of India, has been named to succeed her at Youth Affairs. Her outgoing role had run for roughly a year, during which the department worked on youth skilling and sports infrastructure programmes tied to India's preparations for future multi-sport events.
The appointment is part of a wider reshuffle of six senior IAS officers approved by the ACC on August 10, touching leadership positions in the Ministries of Corporate Affairs, Education, Youth Affairs and Sports, Ports, Shipping and Waterways, Jal Shakti, and Home Affairs. The order was issued in partial modification of an earlier reshuffle order dated July 23, 2026, reflecting how the Centre has been making incremental changes to secretary-level postings through the middle of the year rather than a single large-scale rotation.
The appointment is notable within Madhya Pradesh's IAS cadre circles because Govil's husband, Manoj Govil, also an IAS officer, held the same post of Secretary, Corporate Affairs, three years earlier. Both officers belong to the Madhya Pradesh cadre, and their overlapping career trajectories through central deputation postings have been noted within the service as their respective assignments have progressed over the past decade.
Govil's tenure as Secretary, Corporate Affairs, is expected to run through November 2031, according to the terms of her current empanelment for secretary-level postings in the Government of India, giving her one of the longer runways among the officers moved in this round of appointments to shape policy at the ministry.
The Ministry of Corporate Affairs Govil now heads has been working through revisions to insolvency resolution timelines and enforcement mechanisms against shell companies in recent years, and her appointment places an officer with Prime Minister's Office experience across finance and industrial policy at the head of a ministry that regularly coordinates with the Finance Ministry and the Securities and Exchange Board of India on corporate governance matters.
