The Madhya Pradesh government transferred 10 IAS officers on Tuesday, with Dinesh Jain, a 2011-batch officer, moving from Additional Secretary in the Panchayat and Rural Development department to OSD-cum-Commissioner-cum-Additional Director, Food and Civil Supplies and Consumer Protection, while also holding additional charge as Additional Secretary in the same department.
The reshuffle touches departments ranging from skill development to urban administration, and includes five district collector changes. Food and Civil Supplies is among the state's most politically sensitive departments, running the public distribution system across Madhya Pradesh's 55 districts and administering the National Food Security Act rollout, which makes Jain's move a significant charge rather than a routine lateral shift. The department also oversees the state's ration shop network and fair-price shop licensing, an area that draws frequent public and legislative scrutiny whenever supply disruptions occur during the monsoon procurement season.
Girish Sharma, also from the 2011 batch, moves from Project Director of the state's Skill Development Project to Additional Secretary, Technical Education and Skill Development and Employment, based in Bhopal. Ankit Asthana, a 2014-batch officer, shifts from the Industrial Policy and Investment Promotion department and Managing Director of the MP Industrial Development Corporation to Deputy Secretary in the General Administration Department, with additional charge as Director of the Staff Selection Board.
Among the district-level changes, Aditi Garg, a 2015-batch officer serving as Collector of Mandsaur, takes over as Project Director of the Skill Development Project and CEO of the state's Skill Development and Employment Generation Board — effectively swapping roles with Sharma. Parth Jaiswal moves from Collector, Chhatarpur, to Collector, Shahdol, while Mrinal Meena shifts from Collector, Balaghat, to take up the Chhatarpur post Jaiswal vacates. Misha Singh moves from Collector, Ratlam, to Additional Commissioner, Urban Administration and Development, in Bhopal, and Kumar Satyam, a 2017-batch officer serving as Additional Collector in Gwalior, is elevated to Collector, Balaghat, filling the vacancy Meena leaves.
In a related change, Swarochisha Somwanshi, a 2012-batch officer serving as OSD-cum-Commissioner, Economics and Statistics, has been given additional charge as Member Secretary of the State Planning Board and Director of the Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis. Rishi Garg, who currently serves as Managing Director of MP Madhya Kshetra Vidyut Vitran Company, is relieved of that additional charge as Somwanshi takes over.
The reshuffle reflects the routine mid-tenure churn typical of state bureaucracies, mixing sensitive department heads with district collector rotations. Collector postings in Madhya Pradesh carry outsized administrative weight given their direct control over law and order, revenue, and welfare scheme delivery at the district level, making frequent rotation a tool the state government uses to manage local political and administrative pressures. Districts such as Chhatarpur, Balaghat, and Shahdol also carry additional forest and tribal-welfare administration responsibilities given their location along Madhya Pradesh's forest belt, adding to the complexity of the collector's role in these particular postings.
The skill development portfolio Sharma and Garg effectively swap has taken on greater weight in recent years as the state government pushes vocational training targets tied to central schemes such as the Pradhan Mantri Kaushal Vikas Yojana, with both officers now responsible for meeting placement and enrolment benchmarks the department reports to the Centre each quarter.
The Madhya Pradesh General Administration Department issued the transfer orders on Tuesday, with all postings taking effect with immediate effect unless otherwise specified in individual orders.
