Tamil Nadu Transfers Three IAS Officers; K.P. Karthikeyan Named Director of Town Panchayats

The Tamil Nadu government on Tuesday transferred three IAS officers. K.P. Karthikeyan (IAS, TN: 2014), Managing Director of the Electronics Corporation of Tamil Nadu Limited (ELCOT), has been posted as Director of Town Panchayats.

The Director of Town Panchayats heads the directorate that supervises the state's town panchayats, the smallest urban local bodies, and carries responsibility for their administration and funds. ELCOT is the state government's electronics and information technology corporation, and the Tamil Nadu e-Governance Agency (TNeGA) is the body that runs the state's digital service delivery.

Karthikeyan, a 2014-batch officer of the Tamil Nadu cadre, was heading ELCOT and also held additional charge as Director of e-Governance. That second charge now passes to the officer he is replacing at Town Panchayats.

B. Priyanka (IAS, TN: 2015), Director of Town Panchayats, has been transferred and posted as Director of e-Governance, the post Karthikeyan was holding as additional charge. She will also function as Chief Executive Officer of the Tamil Nadu e-Governance Agency. In effect, the two officers exchange places.

B. Vishnu Chandran (IAS, TN: 2015), who was on foreign deputation, has been posted as Managing Director of ELCOT on his return. He fills the post Karthikeyan leaves.

All three officers belong to the 2014 and 2015 batches, the mid-career group that the state cadre usually places in director-level and corporation-head posts. Two of the three moves send officers back into the department or corporation they had not headed before, and one is a return posting after a spell outside the state.

The orders were issued on Tuesday. With Priyanka's posting, the additional charge of Director of e-Governance that Karthikeyan held ends.
