Prasanna Ramaswamy G Moves From J&K to Lakshadweep as MHA Reshuffles AGMUT Cadre

Prasanna Ramaswamy G, a 2010-batch IAS officer of the AGMUT cadre, has been transferred from Jammu and Kashmir to Lakshadweep, according to an order issued by the Ministry of Home Affairs. The transfer takes effect immediately and remains in force until further orders.

The AGMUT cadre covers Arunachal Pradesh, Goa, Mizoram and a cluster of Union Territories, including Jammu and Kashmir and Lakshadweep, and its postings are managed directly by the MHA rather than a state government. That arrangement gives the Centre wide latitude to move officers across geographically and administratively distinct territories, and Ramaswamy's shift from a large Union Territory administration to a small island territory reflects the breadth of assignments the cadre can produce for a single officer.

Ramaswamy, born on February 27, 1987, entered the IAS through direct recruitment in the 2010 batch. He holds a B.Tech degree from SASTRA University in Tamil Nadu and a postgraduate degree from Mumbai University, and is proficient in English and Tamil. Over his career in Jammu and Kashmir, he has held positions including Secretary, Administrative Secretary and Director, in addition to his probationary posting, giving him experience across revenue administration, welfare delivery and general administration rather than a single specialised track. He trained at the Lal Bahadur Shastri National Academy of Administration in Mussoorie, the standard route for direct-recruit IAS officers.

Before this transfer, Ramaswamy was Commissioner/Secretary of the Tribal Affairs Department in the Jammu and Kashmir government, a post he took up in January 2026. The department runs welfare and development programmes for tribal communities in the Union Territory, including scheme implementation and infrastructure works. He had earlier served in the J&K Revenue Department, where his responsibilities included public grievance redressal alongside routine land and revenue administration matters.

The order fits into the MHA's regular practice of rotating AGMUT officers across its Union Territories as vacancies and administrative needs arise, rather than signalling any single policy shift. Because AGMUT postings sit outside normal state cadre boundaries, such moves are typically issued with immediate effect and can take an officer from a conflict-sensitive administration like Jammu and Kashmir to a compact island territory with a very different governance profile.

Lakshadweep's administration is small in scale but has drawn national attention in recent years over tourism development, environmental regulation and Centre-appointed leadership, giving incoming officers a charge that is closely watched despite the territory's size. Ramaswamy will now take up his responsibilities there as directed by the MHA, adding a fourth Union Territory posting to a career spent largely within the AGMUT framework.

The transfer was issued by the Ministry of Home Affairs and takes effect with immediate effect and until further orders, per the order confirmed by the department.
