Five IDAS Officers Get New Postings Across Defence Finance Offices

The Directorate General of Defence Accounts has transferred five officers of the Indian Defence Accounts Service across finance and audit postings tied to the armed forces, spanning batches from 1994 through 2003. Anshu Manish Khalko, from the 1994 batch, has been posted as Principal Controller of Defence Accounts (Air Force) in New Delhi, the senior-most posting among the five in this reshuffle.

The IDAS is the specialised central service responsible for auditing and managing the finances of India's defence establishment, with officers posted to Controller of Defence Accounts offices attached to each of the three armed forces as well as to the DGDA's central establishment in New Delhi. The postings announced in this order touch offices serving the Air Force, the central defence accounts establishment, financial advisory functions for medical services, and Navy and Coast Guard accounts, giving the reshuffle reach across most of the major branches the IDAS supports.

Rajendra Pratap Singh, from the 1999 batch, has been posted to the Controller General of Defence Accounts headquarters in Delhi, the apex office overseeing the IDAS cadre's function of certifying and auditing defence expenditure across the armed forces. Maulshree Pande, also from the 1999 batch, has been posted as Integrated Financial Adviser (Research and Referral) in Delhi, a role that embeds financial oversight within the armed forces' medical research and referral establishment, one of the more specialised assignments within the IDAS cadre.

Praveen Kumar Rai, from the 2003 batch, has been posted as Integrated Financial Adviser to the Directorate General of Armed Forces Medical Services in Delhi, continuing the pattern of IDAS officers embedded within defence medical administration to provide real-time financial vetting of procurement and expenditure decisions. Neeraj Agrawal, also 2003 batch, has been posted as Controller of Defence Accounts for Navy and Coast Guard operations in New Delhi.

PCDA and CDA postings within the IDAS cadre carry direct responsibility for pre-audit and post-audit of defence expenditure, salary disbursement to service personnel, and pension processing for retired armed forces personnel, functions that make the cadre's postings consequential to how quickly and accurately the defence establishment's financial obligations are met. The spread of batches in this reshuffle, from 1994 to 2003, reflects how the DGDA rotates officers of varying seniority through both apex and field-level postings simultaneously.

Khalko's posting as PCDA (Air Force) places the most senior officer in this batch at the head of an office responsible for auditing and disbursing funds tied to Indian Air Force operations, procurement and personnel costs, one of the larger service-specific defence accounts offices given the scale of Air Force capital expenditure on aircraft and equipment.

The DGDA has not indicated whether further IDAS postings are planned in the immediate term, though the department has periodically issued batch-wise transfer orders through 2026 as vacancies have opened across its network of Controller of Defence Accounts offices.

IDAS officers typically rotate between field postings at CDA offices attached to specific service branches and headquarters or specialised advisory roles such as the Integrated Financial Adviser posts Pande and Rai have taken up, a career pattern that exposes officers to both routine audit functions and embedded financial advisory work within operational commands.
