DANICS, Goa Officers Gain as DoPT Reworks AGMUT Cadre IAS Promotion Count

Following a series of judicial rulings in the Krishan Kumar Dahiya case, the Department of Personnel and Training has undertaken a comprehensive reassessment of IAS promotion vacancies in the joint AGMUT cadre from 2015 onwards, instead of limiting the exercise to 2018. As a result, several officers belonging to the Delhi, Andaman and Nicobar Islands Civil Service, as well as officers from the civil services of Puducherry, Goa and other AGMUT segments, have benefited through revised promotion opportunities to the IAS.

The AGMUT cadre is a joint Indian Administrative Service cadre covering Arunachal Pradesh, Goa, Mizoram and Union Territories, including Delhi, Puducherry and the Andaman and Nicobar Islands, with promotions to the IAS from state civil services within this cadre governed by vacancy calculations reviewed periodically by the DoPT.

The Krishan Kumar Dahiya case centred on a dispute over how promotion vacancies in the AGMUT cadre had been computed for DANICS and other state civil service officers, with the courts eventually directing a recalculation covering a longer stretch of years than the department had originally applied.

Under the department's revised computation, 2015 vacancies have gone to H.P.S. Sran, Vijendra Singh Rawat, Rashmi Singh, Shashi Kaushal, Sanjay Gihar, Sanjay Kumar Jha, Devesh Singh, Giridhari Lal Meena, Kuldeep Pakad, Chokha Ram Garg, Yashpal Garg, Sanjeev Ahuja, P.K. Panda, A.R. Talwade, K. Mahesh and Kuldeep Singh Gangar, along with Elvis P. Gomez, Menino D'Souza, Narayan Sawant and Sanjit Rodrigues from the Goa Segment.

The 2016 vacancies have been assigned to Binay Bhushan, Subhash Chandra, Sarpreet Singh Gill, C. Udaya Kumar, Ajay Kumar Garg, Krishan Kumar, Kulanand Joshi, Ram Niwas Sharma and Ajay Kumar Gupta, along with Sanjiv M. Gadkar from the Goa Segment.

The 2017 vacancies go to Ajay Chagti, Arun Mishra, K.K. Dahiya, Kalyan Sahai Meena, Syed Musawwir Ali, Sundaresan S.D., Deepak Virmani, Indu Shekhar Mishra, Sanjeev Kumar Mittal, Jayanta Kumar Ray and Sunil Kumar Singh.

The wider computation window means officers who had earlier missed promotion consideration under the narrower 2018-only assessment now find themselves elevated to the IAS, correcting what the courts found to be an undercounting of eligible vacancies across the AGMUT cadre's constituent civil services.

The promotions take effect as notified in the DoPT's revised order following the reassessment exercise.
